A 38-year senior construction management and labor compliance executive and a leader in the school construction and labor compliance communities, Mr. Zinger, is the former Vice President of a major educational construction management company, Vice President of the Association of California Construction Managers and President of the statewide Association of Labor Compliance Professionals (ALCP). He is a frequent lecturer in all matters related to prevailing wage and apprenticeship and is active throughout the halls of government in Sacramento and the Department of Industrial Relations, in San Francisco.
